As President of PHASE Associates for over 20 years, Gary has over 35 years of experience in safety and health training and education, Mold Investigations and bio-remediation plan development, Indoor Air Quality, Industrial Hygiene, and Safety Management, and ergonomics in both the private and public sectors across all industries.
Mr. Schwartz is a Certified Industrial Hygienist (CIH), Certified Safety Professional (CSP) and Certified Microbial Consultant (CMC). He is licensed by the State of New Jersey as a Radon Measurement Specialist. Gary is certified as a 40-hour OSHA Hazardous Waste Operations and Emergency Certified Responder and Incident Commander. He has a Bachelor of Science degree in Environmental Sciences from Rutgers University and earned a Master of Science in Environmental Health from New York University.
Mr. Schwartz continued his education with an Master of Business Administration in Finance/Management from Fairleigh Dickinson University. He is also a Part Time Lecturer on the Adjunct Faculty staff for the School of Environmental and Biological Sciences Department of Rutgers University since 1994. He has taught both Principles of Industrial Hygiene and the 40-hour Hazardous Waste and Emergency Response (HAZWOPER) at the undergraduate level.
In addition, Mr. Schwartz has taught the 40-, 24- and 8- hour (refresher) HAZWOPER courses at Rutgers University, Office of Continuing Professional Education. Mr. Schwartz feels this offers a benefit to his clients as his teaching warrants detailed reviews of current Industrial Hygiene and Safety principles, technological trends and government regulatory updates.
Mr. Schwartz has presented more than a dozen technical presentations from Industrial hygiene and Safety Management courses, at the NJAIHA summer course events from 1988 to the present year. He has also presented topics on Respiratory Protection Standard and Demonstration of Qualitative and Quantitative Fit Testing at past New Jersey Safety Council, Annual Mid-Atlantic Region Safety and Loss Control Safety Expos, held in Atlantic City, New Jersey. Mr. Schwartz has presented several topics on mold investigations including “Moldy Buildings – Hidden Terror at a Professional Engineering of North New Jersey Meeting and at past New Jersey Safety Council Conferences.
Mr. Schwartz provides guidance and advice to clients on challenging environmental health and safety issues, manages complex multidisciplinary projects, presents seminars and engaging training classes, reviews reports and proposals, conducts assessments and audits, and provides litigation document support and expert opinion.
Jayanti Chatterjee is Vice President and Senior Consultant at PHASE Associates, bringing more than 35 years of leadership experience in industrial hygiene, environmental health and safety, and regulatory compliance. In this role, she provides strategic direction and technical oversight for complex health and safety initiatives, helping organizations identify, evaluate, and control workplace hazards while strengthening safety governance and compliance programs.
Ms. Chatterjee has extensive experience leading multidisciplinary projects and advising organizations on the development and implementation of comprehensive health and safety programs. Her work focuses on aligning safety strategies with operational and corporate objectives, establishing effective governance frameworks, and developing standardized procedures that improve risk management and regulatory compliance. She oversees industrial hygiene assessments, safety audits, exposure monitoring programs, and incident investigations for clients across a wide range of industries.
In addition to her consulting work, Ms. Chatterjee serves as an Expert Witness in matters involving industrial hygiene, occupational exposures, and workplace safety. As a Certified Industrial Hygienist, she provides technical analysis, case review, and expert testimony in support of legal proceedings involving environmental health and safety issues.
Ms. Chatterjee develops and delivers professional training programs designed to equip organizations and their employees with the knowledge needed to work safely in high-risk environments. She regularly conducts OSHA HAZWOPER training and Confined Space Entry training for entrants, attendants, and supervisors, as well as instruction on hazard communication, lockout/tagout, fall protection, and other critical safety topics.
Ms. Chatterjee holds a Bachelor of Engineering in Chemical Engineering from Stevens Institute of Technology and a Master of Science in Environmental Science. She is a Certified Industrial Hygienist (CIH), Certified Safety Professional (CSP), and Project Management Professional (PMP), and has built her career in leadership, mentorship, and advancing best practices in occupational health and safety.
Bradley Stylman is a highly accomplished Environmental Health and Safety (EHS) professional with over 13 years of experience primarily with consulting and healthcare sectors. A dual-certified professional, he holds the Certified Industrial Hygienist (CIH) and Certified Safety Professional (CSP) designations, underpinning his expertise in managing complex environmental health and safety (EHS) challenges. His academic background includes a Bachelor of Science in Biology from the College of William and Mary, a Master of Public Administration with a concentration in Environmental Sustainability from Rutgers University, and a Master of Science in Environmental Science from Rutgers University. He also completed an Advanced Certificate in Industrial Hygiene from the City University of New York School of Public Health
In his current leadership role, Bradley oversees a wide array of critical health and safety initiatives, including industrial hygiene sampling, OSHA compliance audits, and the development of comprehensive Health and Safety Plans. He is a primary stakeholder for a GSA Contract with the Department of Defense (DOD) where he is actively involved in technical review and quality assurance, and regulatory compliance.
Bradley is an authorized OSHA Outreach Trainer for both 10- and 30-hour General and Construction Industry training. He has directed large-scale training programs for major organizations such as the New York/New Jersey Port Authority (NYNJPA) and the U.S. National Park Service. Before joining PHASE Associates, Bradley honed his skills as an Occupational Safety Specialist at Weill Cornell Medicine, where he was responsible for high-stakes programs involving respiratory protection, asbestos, lead, and indoor air quality. Beyond his field work, he is a published researcher in the Journal of Neurosurgery.
Bradley’s project experience is remarkably diverse, ranging from noise dosimetry and community air monitoring to conducting various OSHA health and safety inspections. His work reflects a strong commitment to practical risk management, regulatory compliance, and delivering clear, defensible environmental health and safety solutions.
William Henderson is a seasoned Environmental Health and Safety (EHS) professional with over 16 years of experience across the private sector, higher education, biopharmaceutical, aerospace, and government industries. As Director of Industrial Hygiene and Safety at PHASE Associates, he leads business development in the Boston area while directing complex EHS initiatives, including industrial hygiene surveys, safety audits, and specialized training programs. He is a triple-certified expert, holding the Certified Industrial Hygienist (CIH), Certified Safety Professional (CSP), and Certified Microbial Consultant (CMC) credentials.
William holds a Master of Science in Occupational and Environmental Hygiene from the University of Massachusetts Lowell, a Master of Business Administration in Environmental Management from the University of Massachusetts Boston, and a Bachelor of Science in Managerial Economics from Bentley College. His technical expertise is further supported by his certification as a State of Connecticut Lead Inspector and ISO 14001:2015 certification.

His career highlights include conducting job hazard analyses for more than 150 employees at a major insurance firm and serving as Site Safety and Health Officer for construction and demolition projects. Ronald Ginste is an experienced Industrial Hygiene and Safety professional with over 26 years of expertise in the environmental industry, primarily serving the Baltimore/Washington D.C. metro area. As a Project Manager at PHASE Associates, he provides critical guidance in workplace assessments, safety inspections, and OSHA regulatory compliance evaluations. A Certified Industrial Hygienist (CIH), Ron holds a Bachelor of Science in Geology from Eastern Michigan University.
In his current role, Ron plays a key role in industrial hygiene assessments and surveys for a GSA contract for the Department of Defense (DOD). His extensive federal experience includes conducting potable water surveys for copper and lead at U.S. GSA facilities, as well as hazardous materials surveys for the Architect of the Capitol, the Library of Congress, and the National Gallery of Art.
Throughout his distinguished career, Ron has managed complex environmental investigations involving asbestos, lead-based paint, PCBs, and indoor air quality. His project portfolio spans developing PCB compliance management plans for the battleship ex-Wisconsin, conducting OSHA compliance audits for Fortune 500 data centers and pharmaceutical plants, and performing environmental assessments at NASA facilities. Ron’s decades of field experience and technical expertise enable him to deliver high-level regulatory compliance and safety solutions for government and private sector clients alike.
Stephen Seuling is a dedicated Environmental Health and Safety (EHS) professional with over seven years of experience in the consulting industry. As a Manager of Industrial Hygiene and Safety at PHASE Associates, he has consistently taken on increased leadership responsibilities, providing expert oversight for complex safety and environmental services. Stephen holds a Bachelor of Science in Applied Environmental Science with a concentration in Pollution Science from Rutgers University. Prior to joining PHASE Associates, Stephen served as an Environmental Scientist where he managed hazardous waste programs and provided daily safety support for large-scale facility decommissions. His diverse background in pollution science and hands-on field experience allows him to deliver practical, defensible solutions for complex environmental and occupational health challenges.
James Cutright serves as the Manager of Industrial Hygiene and Safety at PHASE Associates, LLC, where he oversees operations in the Pittsburgh, Pennsylvania region. With approximately nine years of experience in the environmental health and safety field, his career spans diverse sectors including heavy industry, biotechnology, pharmaceuticals, and consulting. Mr. Cutright is a Certified Safety Professional (CSP) and holds a Bachelor of Science in Occupational Safety from Fairmont State University, as well as a Master of Science in Safety Science from the Indiana University of Pennsylvania.
In his professional practice, Mr. Cutright is a major contributor conducting comprehensive industrial hygiene surveys for a GSA Contract for the Department of Defense (DOD), where he ensures strict adherence to ACGIH, OSHA, and DOD regulatory compliance standards. He specializes in indoor air quality assessments and managing complex surveys for a wide range of analytes such as crystalline silica, hexavalent chromium, and organic solvents. Additionally, he is proficient in performing advanced risk assessments, respirator fit testing, and maintaining life-safety equipment to ensure regulatory conformance.
Paula Tessler serves as the Vice President of Administration and Operations at PHASE Associates, LLC. Serving as a strategic partner and right-hand lead to the President, she is a key driver of the firm’s growth and client relations. With over 33 years of professional experience, and 19 years with PHASE Associates, she provides essential leadership in running the office and making critical executive decisions that streamline daily operations as well as overseeing staff from project initiation through to successful completion. Her diverse background spans marketing, sales, and comprehensive administrative management, allowing her to bridge the gap between technical project execution and business development. Her expertise in project and bid management is further evidenced by her vital role in creating and implementing complex RFP proposals for various large-scale entities and government agencies.
Furthermore, she maintains operational oversight by managing intricate schedules for federal agencies and repeat clients to ensure the timely delivery of technical surveys and report deliverables. Her comprehensive role also encompasses financial and quality control, where she is responsible for budget forecasting, the implementation of cost control procedures, and the rigorous administrative proofreading and formatting of professional proposals and reports.
Ms. Tessler holds a B.S. from Ithaca College and continues to maintain robust relationships with a diverse portfolio of long-term and new clients.
